Too many requests when using HTTPS a.tile.openstreet and no issues when using HTTP a.tile.openstreet

Is there any difference in the tile usage policies between HTTPS and HTTP ? I am building a custom Map component for WPF and my clients complained that recently they started experiencing error 429 TOO MANY Requests when using HTTPS and they see NO map tiles. So they switched to HTTP... any breaking change ?
