When I import OSM exported data to Blender, the layers get grouped into single models, so the individual components of the city are indistinguishable. For example, when importing the OSM file to Blender, then exporting to FBX for Unity, and finally, importing into Unity, the roads are all grouped into one GameObject called "Road."
