how can I get this in map of Spain? Mainly if you have a map of Spain, the province administrative division are displayed first than other things, for example cities or highways.

Is there any way of achieving this? Is this a "bug"?

When and how features are displayed on an online map is controlled by the "style" (essentially the style controls the rendering process and lays down at which zoom level which elements are displayed). If you need a map with specific behaviour you will likely simply have to design the style yourself.

Search for example for "TileMill" and "Maperitive" on this site.

You can look through the list of OSM-based services. Maybe you can find a map that fits your needs.

Maybe you can export the boundaries from Spain and its provinces from wambacher's boundary servive

Then try to import and colour them in geocolor.io
