I am trying to build an EZ thoroughfare / Highway base map of Texas and Louisiana, with symbology. Will the Open Street Map be a good solution? What is the best export option and how can I get the output into ArcView or AutoCAD? |
You can download OSM data in shapefile format, which you can load into ESRI. Cloudmade provide these downloads for the states of the USA, see Cloudmade Downloads. Esri also offers a free and open extension to read and write OpenStreetMap data directly. Check it out at the codeplex download site. Those tools will take care of the data but symbology is a different topic. You can try to use (software name removed) from (link removed) to downlaod Openstreet Maps to disk and create ESRI world file. 2
This is specifically against the OpenStreetMap tile server usage policy, and will get you blocked.

But it says: You are free to copy, distribute, transmit and adapt our data, as long as you credit OpenStreetMap and its contributors. If you alter or build upon our data, you may distribute the result only under the same licence....

The relevant documentation is here:
specifically it says "OpenStreetMap data is free for everyone to use. Our tile servers are not.", and then goes on to explain what alternatives you have.
