Does a more or less comprehensive overview exist of web sites / applications / publications that employ OpenStreetMap data and / or maps in a professional (i.e. governmental / commercial) context?

As far as I'm aware there's no list that makes the distinction between "professional" and "non-professional" uses. The most comprehensive list of uses of OSM data is the list of OSM based services that has minor projects as well as major, and everything on the scale from hobby project to major commercial uses of OSM data.

One other page that may be of interest is the German-language page of OSM Internet Links which has many other links to professional users of OSM data, but many of those are simply "how to find us" pages on their websites using OSM maps.

definitely helpful, and right there on the OSM wiki, thanks Andy. I guess it is not always straightforward to distinguish between 'professional' and 'non-professional' use. Commercial purposes and free availability of relevant source code or data is not always a definite tell. One thing that would help navigating that huge list mo effectively would be to distinguish between services that are intended for OSM contributors or those interested in the OSM data (editors, error checkers, quality tools) and services that use OSM data and maps for other purposes. The latter is what I am looking for.

Upon closer inspection, that distinction is mostly already there. Still, it focuses only on web services. I'm looking for a broader perspective, including printed publications, mobile applications (OffMaps, Skobbler and the like) and other non-web use cases.

There is no single comprehensive list of professional uses, most lists don't distinguish between professional and hobbyist projects. However, the wiki has lists of

I had the same question and did not find a comprehensive list, because what iterested me are the professional websites that use OSM as their base data (such as Foursquare, Apple for iPhoto, ...). Some resources that helped me:
